OBJECTIVES OF THE INTERISK PROJECT
To develop the adequate "critical mass" of human resources, infrastructure, technical and methodological tools, on local level referring to Balkan areas and on interregional level referred to European areas involved, that can ensure the improvement of the level of offered services to the citizens as it concerns:
The qualitative and quantitative control of the water resources and through this, the prevention of hazardous situations to public health, properties and environment due to local and trans-frontier caused pollution to the water resources as well as the prevention of disasters due to draughts or floods in the Balkan and South Mediterranean Countries area, by the early warning of the Local Authorities.
The discourage of the potential "pollution contributors" and organizations, industries, farmers and individuals which overuse the water resources.
The proposed objectives satisfy vital practical requirements of the Regions concerned such as the adequacy of drinking and bathing water, confrontation of disaster and prevention of human lives, etc. while they contribute to the economic and social development of the areas involved.
The trans-regional co-operation secures the success of the proposed objectives by the direct involvement of Organisation that already work on regional level to the above mentioned issues and they have direct knowledge of existent problems as well as responsibility of the confrontation of these problems.
By comparison of the above mentioned requirements/practical needs of each one of the Regions as described above (Motivation), and as a total, there is no doubt that these fully correspond to the common objectives of the project.
The inter-regional co-operation can greatly contribute to the achievement of the objectives of the proposed project as follows:
The regionally collected data (e.g. pollution, meteorological and hydrological, etc.) as diffused to the adjacent and potentially affected Regions, allow them to taking common and/or supplementary preventive actions (scientific, risk management, etc,) against an oncoming risk to human lives properties, enterprises of common interest to more than one Regions, etc.
The qualitative control of the surface water, wastewater etc. along with the regional co-operation can lead to revealing of the origin of the pollution (pollution contributors-agricultural, industrial, etc.) and therefore, to specific corrective actions, against water polluting.
The quantitative control of the surface waters along with the regional co-operation can also lead to avoidance of disasters due to floods or droughts, through amicable settlements between the partners.
The day to day communication through the network besides to the scientific co-operation will result in confidence and familiarisation to the community of the Balkan Regions. Therefore, any potential natural, technological and other disasters in the area of water management will be resolved in an amicable way, avoiding conflicts.
In any case, we hope that the objectives mentioned above will have a catalytic action not only to the development of the Regions directly involved to the project but also to the development of the generally countries due to the know-how dissemination to the information and the methodologies for the confrontation of problems related to the water management related to prevention of high risks due to hazardous situations and droughts or floods.
